Photos app refuses to import photos

hi everyone. have folder on external hard drive photos use used aperture. when first tried switch photos app on mac, tried copy on photos onto mac, , there's near enough room. @ same time, deleted projects/folders/etc on aperture library. tried set new library in photos, when trying import photos external hd folder app says "unreadable file. following files not imported (they may unrecognized file type or files may not contain valid data)." claims "reason: unable metadata." however, these (mostly) jpegs, , when use info on them finder can see metadata (iso, aperture, etc). tried make them able "read , write" users, doesn't help. oddly, if change default program opens them photos following message " 'photo name' may application. created photos , opened aperture. sure want open it?" trying open anyway leads (again) same "unreadable file" problem directly importing (same dragging / dropping). can tell me going on, , how can fix this? extremely annoying.

import photos

no photos expert, try holding down option key when launching photos.
know see libraries in users pictures folder. select.
maybe see libraries on ext hdd.
