Stop users changing administrator password

hey guys,

work in company lend out macbooks. 'lendee' gets own administrator account made , there second "company" administrator account.

company account push out updates on internet, give department use if needs repair, password recovery etc.

have 2 administrator accounts, there way stop other administrators changing passwords? don't know why (paranoia, lack of technical knowledge) have people changing (or deleting) company account.

noticed in yosemite make account apple id - , thought maybe had provide security questions change - can change want afterwards barely wink.

know how keep administrator accounts... separate, suppose? surely has happen in families. you'd want kids able update software download games , podcasts etc.

usually have single admin account , other accounts standard user or managed user. way updates controller through admin account. kind of defect purpose of having admin account if not have ability change admin user password.

in case, kids have standard user accounts , not allowed updates without knowledge. why don't have admin account.
