apple watch charging issue

i gotten apple watch replaced 3 time apple care same issue every time put apple watch charge battery percentage goes down while charges.at other times battery percentages freezes , stays @ same battery percentage while , not go up.i have metal , plastic charger confirm if charger.i did steps setting watch new , setting iphone new , got iphone replaced also. can causing issue ? got watch replaced 3 times.

did take of plastic off of charger, including film of plastic sits right on charging disk?
