OS X Server - is my hardware good enough?

i've read apple specs appreciate real world advice on how hardware perform

current home office setup follows:

2 employees using

2010 macpro. 2.8 ghz quad-core intel xeon. 16gb ram. hdd raid backup + usb drive time machine - used adobe products. large photoshop files.

2009 mac mini. 2ghz intel 2 core duo - 4gb ram. ssd - used word processing (pages). icloud backup

ipad 3 - used entertainment occassionally working home word processing (pages) icloud backup

internet connection slow , cannot improved. approx 1.5mb upload speed, 3mb download

objective is:

create 1 central point files accessible 2 employees onsite remote-working freelancers (freelancers using mac , windows)
files removable storage take offsite - security
speed

thinking of replacing ipad laptop home working, installing os x server onto mini, connecting removable usb drive mini time machine backup.

concerns how fast setup be. working on macpro has higher spec mini presumably drop in performance? correct in saying network fast weakest link?

so want make mini office server, use mac pro work, , replace ipad laptop. in thought, mini make fine server may have issues if loading every file on network. need strong gigabit ethernet backbone type of setup.
