Why can't I disable rootless?

hey everyone,
want disable rootless due many of installers failing "installer not install software because there no software found install" error.

can't!
first, tried sudo commands, here on forums pointed out need through recovery mode, did - still not working.
went recovery mode, checked if box had been re-checked automatically - hadn't. os x, installations still fail, , in disk utility can see rootless still turned on.
don't it, there's no reason why shouldn't work.

i'm running retina imac fresh install of el capitan, on newly formatted drive.
have clue this?

best regards,
adrian

as of beta 2, both nvram method , setting after recovery-booting work. disk utility shows rootless being enabled when isn't. useful, huh.

i"d guess installer issues not related sip seem have disabled it.
