armed forces, , personnel both enlisted , commissioned exempted pretty every aspect of state , federal employment law; including oversight osha.

so, in brief terms: army has never paid overtime in past; , won't pay overtime in future.

lastly, while theoretical hourly pay of many junior enlisted troops in military low; when factor in other parts of overall compensation, such retirement pay; housing, education, , other allowances - pretty "total compensation" package.
