Legit AT&T Unlocking iOS9 iPhone 5S


i have iphone 5s, running on ios9 beta public software, , completed online unlock request at&t (i modified current contract at&t , canceled 1 of existing lines on account, , have iphone 5s want unlock use internationally).

when attempt restore 5s using itunes (12.2.1.16) message:

"there problem downloading software iphone 5s. requested resource not found."

attempted self-troubleshoot using suggested actions listed on apple.com, still no resolution/

message mean cannot unlock 5s because it's on beta, or because there's else wrong going on?
 

try going restore mode holding home , power button down until see connect-to-itunes icon.
