Time Machine Recovery as good as Clean Install?


i switching macbooks , wondering if performance suffer if use time machine backup recreate current laptop on new one. or better clean install , copy things over?
 

personally if me i'd time machine on new one. way know data , settings there.

rather copy pieces of data over, using hd new time machine on new mb , possible loosing data had thought of after formatted hd new time machine backup.

although miss starting fresh when new device.
