Question about how iCloud photos is supposed to sync


i have icloud photos turned on in of idevices , use mac os x (yosemite) photos app.

took photos on iphone 5s morning, , 6 hours later had not synced icloud, understand (i think) expected behavior, until (a) iphone charged , (b) hooked wifi sync won't take place. correct?

connected iphone charger , verified there working wifi connection. shortly thereafter, looking @ os x photos app saw photos present under import heading in sidebar under name of iphone. so, far good.

but, looking @ icloud.com photos seen! waited hour, , still not there.

went os x photos app , clicked "import." within minute, visible on icloud.com.

not understand why necessary manually import images using os x photos app in order pix visible on icloud.com. should happening automatically?
 

photos should sync automatically devices have enabled. photos should sync when in wi-fi, don't think phone needs plugged in. if photos not syncing icloud.com, make sure enabled on phone. check make sure isn't stuck trying upload.
